Who We Are

Saginaw County Youth Protection Council (SCYPC) was established in 1962

“To demonstrate the value of services in the prevention of juvenile delinquency, emotional disturbance, mental illness, continued family disintegration and other problems increasingly endangering the lives and well being of our children.”

The divisions under the SCYPC are:

  • Prevention and Youth Services/Drug Education Center (PAYS/DEC)
  • Innerlink/Innerlink Transitional Living/Youth Protective Services
  • Teen Parent Services/Teen Parent Transitional Living
  • House to Home

What We Doprograms

PAYS/DEC provides alcohol, tobacco and other drug prevention services through a multi-faceted approach which includes:

  • Information dissemination
  • Education/Life Skills
  • Community Based Process
  • Environmental Service
  1. PAYS/DEC has remained the Designated Youth Tobacco Use Representative (DYTUR) since 1993.
  2. The primary goal of the DYTUR is to assist in reducing access to the sale of tobacco products to minors.
  3. Services are comprehensive and target many specific high risk populations as well as the general public throughout Saginaw County.
The Substance Abuse division of the Michigan Department of Community Health mandates funded prevention programs to service high risk populations.
